Webinfosys's Local News :India to build 43 new IT cities in 10 yrs

NEW DELHI: The IT industry's footprint looks set to expand beyond its existing homes.

Faced with a challenge from upstarts threatening to erode India's low-cost appeal, the government is planning to build 43 new information technology cities across the country to retain its top dog status in the business and to be in a position to tap the huge surge in demand for IT-enabled services over the next 10 years.

The move comes at a time when the rising infrastructure and employee costs in big cities is threatening to blunt India's crucial cost advantage.

While India has held on to its pre-eminent position, its IT and BPO companies are losing their global cost advantage with the emergence of countries like Vietnam and the Philippines, which offer similar services at cheaper rates and are threatening India's status as the world's back office.

As the allure of BPO jobs goes down and attrition rates go up, companies are increasingly finding it difficult to recruit quality employees in the big cities. Also of concern is infrastructure constraints in Bangalore, Gurgaon and elsewhere.

The plan to build brand new towns is designed to address some of these issues. It is felt that these new towns will provide a steady supply of workers besides being specifically geared towards the needs of the IT and BPO sectors.

The proposal, suggested by a high-level group on service sector, has been cleared by the Planning Commission. "The modalities for the ambitious plan will be finalized very soon," a source said.

According to the plan, each IT city will be set up in an area of more than 500 hectare. The cities will altogether generate employment for around 3.5 million people by 2018.

The proposal is to create self-contained satellite townships with commercial space for renting and a commensurate increase in residential accommodation, education, healthcare, retail and recreational facilities.

"Improvement in infrastructure is very important to ensure the continued competitiveness of IT and BPO industries," an official said while explaining the rationale behind the move.

At present, the major volume of IT-enabled services is concentrated in seven cities — Bangalore, Chennai, Mumbai, Hyderabad, Kolkata, Gurgaon and Noida. Government estimates point out that 95% of the IT and BPO service industry is in these cities, with around 36% of services concentrated in Bangalore alone.

According to officials, the IT and BPO business in the country is likely to grow by 2.5 times in the next 10 years. The growth cannot be absorbed in major cities.

As infrastructure in major cities is already under tremendous strain, the IT sector has started migrating to smaller cities. However, the volume of business in the IT sector likely to come to India is huge which even tier II & III towns are unlikely to handle, considering poor infrastructure.

Under the ambitious proposal, the government plans to shift 40% of the business to the upcoming 43 cities by 2018.

The new towns will be properly planned and laid out and endowed with modern infrastructure and good connectivity to the big cities and airports.

These townships will have residential and work areas with all essential services - water supply, power, civic amenities, health, education, transport and entertainment - to meet the civic and commercial needs of the workforce.

The Centre has sought the support of state governments in facilitating creation of these new towns. The proposal suggests that the towns will be developed by private players and state governments will ensure trunk services like electricity, water supply, sewage and drainage.

Webinfosys's Local News : Gujjar row: Bainsla to hold talks with Raje govt

JAIPUR: Gujjar leader Kirori Singh Bainsla will leave for Jaipur on Monday to hold final round of talks with Rajasthan Chief Minister Vasundhra Raje Scindia aimed at ending nearly a month-long agitation by community members demanding Scheduled Tribe status.

Bainsla, who is holding a meeting with community members in Pilupura, will meet Raje in Jaipur and press for ST status for the community.

The Gujjar leader on Sunday welcomed the government's proposal to hold talks.

"I'm happy. I will go to Jaipur tomorrow and a result will come out. We are prima facie happy with the proposals of the Rajasthan government", Bainsla said in Karwadi on Sunday.

The state government's proposals were contained in a letter which was brought to Bainsla by a team of Gujjar leaders from Jaipur to Karwadi by a state government helicopter.

NEW DELHI: The drama over the Arushi-Hemraj murder case refuses to die down as the CBI continues investigations and cordons off the Talwar's residence for the second time in an attempt to search for more vital clues. The entire L-block of Jalvayu Vihar in Sector-25, Noida has been barricaded.

Combing operations have resumed in the hunt for the weapon with which Arushi and the Talwar's domestic help Hemraj were brutally murdered.

Investigative teams are also looking for Arushi and Hemraj's missing mobile phones. However, there are unconfirmed reports that Talwar's compounder Krishna has been escorted to the Talwar residence by the CBI, who intends to reconstruct the crime scene and interrogate Krishna on location.

Will Nupur Talwar be arrested?

Continuing its probe into the murder of Noida teenage girl and her domestic help, the CBI conducted a lie-detector test on Sunday (June 15) on Dr Nupur Talwar -- mother of Arushi Talwar. Following which, sources close to TIMES NOW told that Nupur Talwar could be arrested due to inconsistencies in her statement and that of her husband. Dr Rajesh Talwar -- prime accused, also underwent a psycho-analysis test on Sunday (June 15). ( Watch )

Sunday's lie detector test on Dr Nupur Talwar was to corroborate statements given by Rajesh Talwar and his compounder Krishna during interrogation and to check for discrepancies, but it seems discrepancies did creep in. The sensational double murder case continues to stump investigators.

Nupur was put to lie-detector test two-three days back as the CBI wanted to verify the information given by her about the case and to ascertain if she was trying to conceal any fact from the investigating agency. The behavioural pattern of the girl's mother was also studied in AIIMS, CBI sources said, adding she was not an accused in the case.

CBI continues to cross-question suspects

The investigation agency also questioned Raj Kumar, the domestic help of Anita Durrani, an associate of the Talwars, seized his mobile phone and sent it for forensic examination. The CBI also continued to question Rajesh Talwar's compounder Krishna, at present in the custody of the agency. Investigators also visited Krishna's house and the Talwar residence on Sunday hoping to find some vital clues, but no early breakthrough is in sight.

The agency made an attempt to conduct a fresh search of the Sector-25 house of the Talwars but could not finish it as dozens of television cameras were seen following the sleuths to the rooftop prompting the CBI to call off their exercise. The CBI was unhappy with the media's "intrusion" and the matter was taken up with Noida authorities.

CBI Director Vijay Shanker had earlier this week alleged that television channels had been intruding into various crime locations and trying to force a statement out of CBI officials probing the case. "The media should remain in their limits and allow the investigating agency to function," the CBI director had said.

Meanwhile, Pinaki Mishra, the lawyer of the Talwars, said CBI had "asked Nupur for certain tests, certain stroke examinations and she has cooperated fully with them".
